ABSTRACT
This study aims to analyze law-based regional governance in Tulungagung and Trenggalek Regencies, East Java. The primary focus of this research is to assess the effectiveness of implementing good governance principles within the context of local legal systems, as well as to identify the supporting and inhibiting factors affecting their implementation. The study employs a descriptive qualitative method with a case study approach. Data were collected through in-depth interviews, participant observation, and documentation, supported by structured interview guidelines and field recordings.The findings reveal that Trenggalek has successfully implemented law-based governance in a progressive manner through regulatory digitalization, participatory leadership, and active public engagement. In contrast, Tulungagung continues to face challenges related to conventional bureaucratic practices, limited human resource capacity, and a lack of legal innovation. This study contributes theoretically by introducing the variables of implementation capacity and legal digitalization into the discourse on regional legal governance. The practical implications of these findings highlight the importance of managerial reform, digital legal training for government officials, and the expansion of community participation.The originality of this research lies in its integration of legal governance approaches with digitalization and participatory perspectives within a local government context. Therefore, this study enriches the scholarly discussion on law-based good governance at the regional level.
