PERUBAHAN STRUKTUR EKONOMI RIAU DARI SEKTOR EKSTRAKTIF MENUJU SEKTOR JASA: PELUANG DAN TANTANGAN

This study analyzes the structural economic transformation of Riau Province from the extractive sector to the service sector in the period 2020--2024. Using Location Quotient (LQ) and Shift Share analysis methods, this study identifies leading sectors and examines the competitiveness of economic sectors at the regional level. The results show that the agriculture, mining, and processing industry sectors remain the base sectors with LQ values above 1. However, mining shows a negative Differential Shift (DS), indicating low competitiveness despite high comparative advantage. The service sector, although still non-basic, shows early signs of growth, particularly in trade and accommodation. This study concludes that Riau Province economic transformation is in the transitional phase and requires integrated policies to strengthen service sector competitiveness, improve human resource quality, and optimize industrial downstream development.
